Departemen Kesehatan dan Layanan Masyarakat Inggris bersama Kementerian Kesehatan RI sepakati kerja sama dalam pengendalian Anti Microbacterial Resistance (AMR) di Indonesia secara online, Senin (22/6). Ada dua jenis kerja sama yakni penandatanganan MoU Kerja Sama Kesehatan dan Rencana Aksi Bersama, serta Kerja Sama Hibah the Fleming Fund.
MoU difokuskan pada area kerja sama layanan kesehatan, pencegahan dan pengendalian penyakit, teknologi dan alat kesehatan, pengembangan SDM kesehatan, serta penelitian dan pengembangan kesehatan.
Salah satu bentuk kolaborasi pada MoU kerja sama tersebut adalah layanan kesehatan masyarakat melalui telemedicine. Terkait hal itu akan dilakukan kolaborasi untuk mengembangkan peta jalan pelaksanaan layanan kesehatan masyarakat secara digital.
Pada kaitannya dengan pandemi COVID-19, kedua negara setuju berbagi informasi penyakit menular terutama COVID-19 dalam upaya pencegahan dan pengendalian penyakit tersebut. MoU tersebut ditandatangani oleh Perwakilan Departemen Kesehatan dan Layanan Masyarakat Inggris Lord Bethell dan Menteri Kesehatan RI Terawan Agus Putranto.
Tak hanya itu, kedua negara juga telah menyepakati kerja sama hibah the Fleming Fund untuk pengendalian AMR bernilai 4,8 juta pound sterling. Program hibah Fleming Fund tersebut bertujuan meningkatkan kemampuan negara dalam mengidentifikasi dan mendiagnosis infeksi resisten obat dengan titik berat pada infeksi bakteri, serta untuk memperbaiki data surveilans agar dapat digunakan untuk menentukan kebijakan tingkat nasional dan internasional.
Komitmen Indonesia dalam melibatkan the Fleming Fund adalah dengan membiayai hingga 10 ilmuwan Indonesia, peneliti, dokter sebagai bagian dari beasiswa Fleming Fund. Kementerian Kesehatan akan bekerja sama dengan seluruh lintas kementerian dan stake holder terkait seperti Kementerian Pertanian, Kementerian Perikanan dan Kelautan, Kementerian Lingkungan Hidup dan Kehutanan, BPOM, dan Komite Nasional Pengendalian Resistensi Antimikroba dalam mengimplementasikan semua kegiatan pada program Fleming Fund.
Terkait kerja sama tersebut, Menkes Terawan berharap hasilnya bisa dicapai tepat waktu.
“Setelah melalui diskusim kami menyepakati untuk memperkuat kerja sama kami melalui MoU ini. Kami berharap implementasi dari MoU bisa berhasi dan hasil yang dicapai bisa tepat waktu,” kata Menkes Terawan.
Selain itu, Perwakilan Departemen Kesehatan dan Layanan Masyarakat Inggris Lord Bethell mengatakan pandemi global COVID-19 menyoroti pentingnya kebersamaan negara dalam menyelesaikan tantangan kesehatan ini, mulai sekarang dan di masa depan.
“Persetujuan seperti ini merupakan cara untuk berbagi pengetahuan dan keahlian antara inggris dan Indonesia, penguatan sistem kesehatan kita, dan akhirnya menyelamatkan kehidupan,” ucap Lord Bethell.

The UK and Indonesia announces MoU on Health Cooperation and a Grant Agreement on Anti-Microbial Resistance Control
● The UK and Indonesia have signed a Memorandum of Understanding on Health Cooperation and its Joint Action Plan
● The two countries have also signed a Grant Agreement for the Fleming Fund Partnership on Antimicrobial Resistance Surveillance in Indonesia.
The Department of Health and Social Care of the United Kingdom of Great Britain and Northern Ireland (DHSC) and The Ministry of Health of the Republic of Indonesia (MoH) have held an online ceremony to sign a Memorandum of Understanding (MoU) on Health Cooperation and a Grant Agreement on Anti-Microbial Control in Indonesia, on Monday, 22 June 2020. The agreement establishes a cooperation framework between The UK and Indonesia to share knowledge and expertise on the development of the health sector in both countries.
The MoU will be focusing on areas of cooperation such as healthcare services, disease prevention and control, health technology and medical devices, human resources for health development, and health research and development.
One of the collaboration activities that has been agreed under this MOU is Digital Health Services and community-based Telemedicine cooperation. It will be a joint collaboration to develop a roadmap or a blueprint for the Development of Digital Health Services to increase the access of health services for all population.
In relation to the COVID-19 global pandemic, both countries agreed to have information sharing on infectious diseases (Covid-19) in hospital, as one activity under area of cooperation: collaboration on communicable diseases prevention and control. Further cooperation will be listed in a Joint Action Plan of the Implementation of the MoU that have also been signed today.
This MoU is signed by Lord Bethell, the Parliamentary Under Secretary of State at the Department for Health and Social Security, DHSC, in London and Indonesia’s Minister of Health Lieut Gen (Ret) Terawan Agus Putranto, MD, Ph.D in Jakarta.
Additionally, the two countries also signed a grant agreement on the Fleming Fund Partnership for Antimicrobial Resistance Control in Indonesia, worth £4.8 million. The Fleming Fund Grants Programme aims to improve the ability of partner countries to identify and diagnose drug-resistant infections, with an emphasis on bacterial infections, and to improve data and surveillance to inform policy and practice at national and international levels.
This grant agreement is the first of three with Indonesian ministries that will support Indonesia to improve AMR surveillance and generate data on AMR to inform policy and practice. In Indonesia, the Fleming Fund is committed to develop laboratory capacity, and will be funding up to 10 Indonesian scientists, researchers and clinicians as part of the Fleming Fund Fellowship Scheme.
The Ministry of Health of the Republic of Indonesia will work together within all across Ministerial stakeholders such as Ministry of Agriculture, Ministry of Maritime Affairs and Fisheries, Ministry of Environment, Forest, and Climate Change, Indonesia Food and Drug Administration, and National Antimicrobial Resistance Control Committee to implement all the project activities agreed in the work plan of the Fleming Fund Program on AMR.
The Fleming Fund Country Grant was awarded to DAI as the grantee while the Erasmus University Medical Centre was appointed as the host institution overseeing the Fleming Fund Fellows in Indonesia. Both DAI and Erasmus University Medical Centre were appointed following a competitive tender process.
Indonesia’s Minister of Health Dr. Terawan, said today is a memorable day in the history of health cooperation between Indonesia and the United Kingdom. After going through a series of discussion, finally we agree to strengthen our cooperation through a Memorandum of Understanding. We hope that the implementation of the MoU could be successful, and the outputs are achieved timely.
Ambassador of the Republic of Indonesia to the United Kingdom and Ireland, Dr. Rizal Sukma said the current pandemic has shown the importance of working hand in hand in building robust collaboration between nations to accelerate research on health and medical treatment. Parliamentary Under Secretary of State at the Department for Health and Social Security, Lord Bethell said this global pandemic has highlighted the importance of nations coming together to tackle the world’s biggest health challenges, both now and in the future.
Agreements like this pave the way for the sharing of vital knowledge and expertise between the UK and Republic of Indonesia, strengthening our health systems and ultimately saving lives.

I am very pleased that with this timely MoU, the UK and Indonesia are able to deepen our collaboration in this critical area.
