Name of Proposed Project : Strengthening Indonesia’s Healthcare Referral Network (SIHREN), Strengthening of Primary Healthcare in Indonesia (SOPHI), and the Indonesia – Public Laboratory System Strengthening (InPULS) Project Components

1. The Ministry of Health (MoH) is the Implementing Agency for the Strengthening Indonesia’s Healthcare Referral Network (SIHREN), Strengthening of Primary Healthcare in Indonesia (SOPHI), and the Indonesia – Public Laboratory System Strengthening (InPULS) Project Components totaling at around US$4 billion.
2. The SIHREN, SOPHI, and InPULS components aim to fill critical medical and laboratory equipment gaps, including accessories and consumables, in all public health and laboratory facilities across Indonesia’s over 6,500 inhabited islands, including over 560 public referral hospitals, public health laboratories and over 10,000 Puskesmas (public community health centers at subdistrict level, also supporting Pustu and Posyandu levels below them) and ensure adequate and sustainable operation and maintenance of this equipment upon installation.
3. Following a series of Vendor Conferences held in Jakarta in November and December 2023, MoH invites potential bidders to engage in a series of information dissemination and feedback sessions on the SIHREN, SOPHI, and InPULS components, to be held on as follow:
a. January 12th, 2024, in Hong Kong, Venue Regal Hotels
b. January 15th, 2024, in Paris, Venue Indonesian Embassy in Paris France
c. January 18th, 2024, in New York City, Venue Consulate General of The Republic of Indonesia
These vendor conferences are planned as full-day meetings and run from 9 a.m. to 3 p.m., in the location’s respective time zone.
4. Representatives of interested firms can register for participation at any one out of these three locations, via the following registration link, which also contains a vendor questionnaire to be completed pre-attendance: https://link.kemkes.go.id/RSVPInternationalVC. There will be limited capacity for in-person participation at these venues, and depending on the registrations received, MOH may invite a limited number of participants from each registered firm to join in person, also limited to space available in each location for in-person invitations based on first-come-first-served basis.
5. The General Procurement Notice (GPN) for the project has been published on Tuesday, November 28, 2023, on UNDB online, the official website of supporting Multilateral Development Banks (MDBs – the World Bank as coordinating MDB Agency, the Asian Development Bank, and the Asian Infrastructure Investment Bank) and can also be accessed at https://link.kemkes.go.id/IntProc.
6. The information dissemination and feedback events will serve to provide information and solicit feedback about the SIHREN, SOPHI, and InPULS project components, in order to engage the broadest possible set of interested parties, including those who have previously not been able to attend in-person events in Indonesia. All relevant questions and answers discussed during the events will be published on MoH’s Q&A page for the project: https://link.kemkes.go.id/IntProcFAQ.
